Clients Challenge
Part of a strategic, site-wide business improvement strategy, BAE Systems required support to re-engineer their supply chain procurement process. This process covered an annual spend in excess of £300m. RWD was approached to help formulate a strategy to improve the "Purchase Requisition to Pay Process" and facilitate its deployment over an 18-month period.
RWD Approach
In order to address our client’s challenge RWD had to:
- Set up multiple internal stakeholder project teams
- Review the Current State Map to clearly understand the process and process constraints
- Deploy "ICOR" mapping to generate the Future State Process
- Develop a "Master Schedule" to support the identification and deployment of activities required to reach launch status
- Coach and support individuals and the project teams to move towards the future state process
- Scope, plan and drive change through effective management of planned activities and emerging issues
RWD Solution
- We Involved >120 supply chain professionals in the optimisation process to help design a "fit for purpose" process
- Ensured the new process applies effort and due diligence "up-front" to eliminate problems historically encountered downstream
- Built in Stage Gate review points & Key Performance Indicators
- Incorporated Gold Standards requirements "Corporate Best Practice"
- Addressed previous audit failure points and governance issues
- Established a clear unambiguous Future State Map of the new process
- Established all supporting documentation and standard work instructions
- Shortened lead-time and cost through the application of waste reduction techniques
- Incorporated multi-site bespoke governance requirements
- Integrated the new process into the company’s internal quality system "Triaster"
- Established a process testing and staff training programme

Deliverables
- We delivered 200+ ICOR Mapping workshops to generate the Future State Process
- We developed an Individual Equipment Procurement Plan to capture and record all aspects of managing major procurement contracts
- Overall, we delivered unambiguous clarity of the "Purchase Requisition to Pay Process" covering: Decide Approach, Plan Approach, Execute Approach, Place & Manage Contract, Close Contract & Lessons Learned
Outcomes
Improved process compliance & governance will result in shorter procurement lead-times that will facilitate a reduction in "Boat Build Times" for the MOD.
